***NEW RULE***
***THIS RULE WILL CHANGE***
***
BUT SOME SORT OF SIMILAR RULE WILL BE IN PLACE FOR 2003**

During free agency time, you will not be able to bid on anyone and everyone. You cant go out and bid on 5 All Stars for 12 million a piece, because if you ended up with all 5, you would have major cap problems. So here is what I will do. You will have a free agency cap limit based on standings. When you would normally emal all of your bids, you will add up the total of all your bids, and what you are allowed to bid. This is what the cap numbers will be for the 2003 off season -

1st place - 16 million
2nd place - 18 million
3rd place - 20 million
4th place - 23 million
5th place - 26 million
6th place - 30 million
7th place - 33 million
8th place - 35 million
9th place - 38 million
10th place - 40 million
11th place - 40 million
12th place - 40 million
13th place - 42 million
14th place - 42 million
expansions - 52 million
